The 2002 project for EPA/NKFUST southern center for emergency response of toxic substance (ENSERT) aims to provide the Environmental Protection Agency (EPA), local environmental protection bureaus, and toxic substance operating facilities twenty-four, hours on-site emergency response information and technical guidance for after-emergency clean-up such that the impact of toxic substance incident can be minimized. The center also provides non-emergency information service, assisting local environmental protection bureaus to reduce the occurrence of incidents involving toxic substances. The center has performed a total of 13 emergency on-site services. 39 man-times were called during these on-site services. In addition, 14 non-emergency services are also provided. These services were greatly appreciated by the local EPA and the toxic substance operating facilities.The center also held five ENSERT Introduction Workshop on January 14, February 27, April 2, April 23 and June 10. Total attendees exceeded more than 400. On April 30, the center also held a Joint Involvement Workshop for administration bureaus such as local EPA, local fire brigade, and military units.42 persons were attended. The center also held two Joint Response Team Member training courses on July 11 and November 19. The first course has attendees of 120 while the second course has attendee of 149. During the first course, a survey was made on signing of a mutual equipment aids agreement. All operating facilities signing the agreement will agree to provide response equipment to those needed facilities. More than 95% facilities agreed to sign the agreement. The agreement was subsequently finalized and sends to all the facilities. Most of the agreements were signed and return to the center on the second training course.
